Will this cable electrocute me?

The rubber "casing" around the Iphone charging cable has a tear in it and I can see the metal cables/wires inside; if I touch it while it's charging from my computer/wall, will it shock me?

A USB cable operates at 5V, far too low to give you a shock.

If it's damaged badly enough for the wires inside to start shorting, it could damage the charger or the phone.

No it won't shock you as the power coming to the iphone is pretty weak so your iPhone doesn't burn. So once the wall electricity goes thru the "brick" it is weakened so it can charge the phone without burning it. You are safe.

Nope, it won't shock you or anything, it's just 5V. It's harmless.
