Can a Blacklisted iPhone on T-Mobile be used on AT&T?

So I found an iPhone a few weeks ago and they cleared it through find my iPhone. Reported it as lost/stolen. I checked the IMEI it says T-Mobile and its supported carriers blacklisted it as well with Sprint, it says IMEI Database blacklisted but for AT&T it says clean.

What does this mean? Is it possible to use it with AT&T and its supported carriers? (ie h2o gophone etc)

I really did find this phone, it was not stolen. Had a password and everything.

How do you know it wasn't stolen? Someone may have been mugged for that phone which then got dumped.

Either way, it's irrelevant. If it was a genuinely lost phone you became a thief, legally and morally, the moment you decided to keep it rather than hand it in.

Whether you can dishonestly use it or not doesn't matter. The phone isn't yours and you should hand it in to police or to a shop branch of whichever carrier is on the SIM. Keep it and there's an excellent chance of the phone being traced and getting you a criminal conviction.

"Finding" and then keeping an item of value is stealing… The fact that you may not have taken it directly from the owner doesn't change that. Legally there's no difference.

Turn it in to T-Mobile or the Police, let then figure out who owns it.

I was told it was stolen & on the black list. The carrier of the phone is Metro PCS. So how can I get my iPhone 6s + off the blacklist with a Metro PCS carrier
