Can I restore my iphone without updating to ios8?

I have an 8GB iphone 4s. The update is too but and i want to reset my whole phone…
I thought i could do it without connection to the internet but i want confirmation that it will work…

You need an internet connection if you want a reset but you will be on iOS8 after
