Restore iPhone without updating?

I have an iPhone 6 on iOS 9 that I forgot the password for, so i do not have access inside the phone. I want to restore the phone without having to update it. The phone is not logged into iCloud so I can't wipe it using iCloud. I just need a way to restore the iPhone but keeping it on the same iOS version.

So you have a stolen phone and you want to restore it so you can use it! The simple answer is that the guys at Apple are smarter than you and have built the OS so that you can't do this. You don't have a phone, you have a paperweight! You could always try handing it in and see if there's a reward - it's better than getting a criminal conviction for theft/handling!
