It depends on if you got the phone with a contract/package. It will be locked to the carrier that you first bought the phone with.
you can use another sim/carrier, but you have to get the phone unlocked.
if your not sure if your phone is locked to a certain carrier, just google 'free sim' and order one from any company, there are a lot that offer free sims, they will come in a few days and you can then try the other carrier's sim in your phone, if it works then it is unlocked, if not, then you will have to get the phone unlocked.
you can get the phone unlocked at any phone shop.
