Yes, but only once you have been told that you can use your 'electronic devises'. You phone must be on Flight mode, so no trying to MMS the pictures until you reach your destination.

Yes. And many airlines are now allowing you to leave your electronics on at all times. But you do need to set your phone to Airplane mode. And you shouldn't take pictures of your fellow passengers, because that's just kind of creepy.
