Apple app = $99 for a developer account
Google Play = Free
Your app seems to be very easy and will not cost much to make. In fact, you can make it for free on www.mobincube.com or if you can coding, do it yourself.
If you want to get a more pro-version (pay someone for making it), check www.odesk.com and search for app developers. Some of them can be willing to make this app for you for under 20$.
However, I doubt the app you want to make will be approved on Apple Store, because it is so simple. Google Play will approve it anyway.
Anyway: To publish the app on App Store, it costs you around 100$, and with Google Play it's FREE.
