How to activate an iPhone 5 without an icloud/apple id account?
I can't contact the previous owner. Please help. How can I activate it or What should I do?

You can skip that option. If it is demanding the password for an Apple ID that can't be removed without the password. And if you can't contact the former owner you're out of luck and a couple hundred.
Is it asking for the password? Activation lock, and it can be bypassed although it will cost you money. If you're ready, you can mail me for references.
