You don't.
Not possible. If you're the legitimate owner then you'll know the details you need to enter to complete activation.
If you don't then you most likely have a stolen iPhone or one which someone lost (in which case it became stolen as soon as someone found it and kept it).
There's only ONE exception. If you genuinely do own the iPhone but for whatever reason have forgotten the details you need to activate your phone then make an appointment to see the Gurus at an Apple Store. If you can show solid proof of identity and your address such as a passport and a driving licence, and can show proof of ownership, then Apple can reset the phone for you. I believe there may be a fee for the service, and you have to sign various indemnities which cover Apple if you defraud them into performing the reset. If Apple have any doubts at all then they will ask for further evidence and refuse to reset the phone.
