I don't know any phone that you can. Why don't you unlock it?
What would be the point? If it is locked, you can't do anything with it anyway (except maybe receive a call or make preset emergency call).
I bought a phone from ebay the is locked by previous owner. And I don't know who the previous owner is so I can contact him. Try to answer to my question if you can.
Let's rephrase the question: "I think I may have bought a stolen iPhone 6 from someone on Ebay. The phone is locked with a passcode, how do I unlock it?"
Answer: Contact the seller and tell them to supply the passcode or unwind the deal.
You can't.
Demand the eBay seller refund your money and file a formal grievance with eBay if they refuse.
Hopefully you completed the deal within eBay and used PayPal to pay for the (probably stolen) phone. At least they can unwind the deal and get you your money back if you did once you return the phone to eBay. If you concluded the deal outside of eBay or used an unrecoverable method for payment (Western Union, MoneyGram, etc.) then you are probably screwed.
