Why won't it let you unlock it? Broken screen? Unresponsive? Don't remember the passcode?
If it's a broken screen/unresponsive then you will need to take it to an Apple Store to get it fixed
If you don't remember the passcode then you need to enter DFU mode - https://www.theiphonewiki.com/wiki/DFU_Mode
Once in DFU mode, use iTunes to do a restore
