If you only want to use the device as an ipod touch without the possibility of making phone calls you can use an inactive sim though.
About how to use it, you can use everything on it just like, Viber, Google voice, Skype, Tango, what's app and all the games and stuff. But you won't be able to text or call only from GSM. That's all. When i bought S3, I started using my Iphone just like the way you are asking. So in short that will be a better version of Ipod touch.
