Wi-Fi is just a wireless internet connection. Whoever pays the bill for the internet connection that feeds the router will undoubtedly pay in one way or another. The wireless connection from the router to a receiver (in this case, your iPhone) is free for anyone who connects to it. However, most routers are protected by passwords which may not necessarily be obtained for free. In general though, if your phone connects to a router and allows you to use the internet, you can't be charged. I read or heard about viruses and hackers and not being safe to connect but have had no problems personally. I have visited several countries, connected to several routers with several devices and had no trouble or charge.
