I would either do a hard reset on the iPhone by holding the lock and home button together for 10 seconds until you see the apple logo an then release.
This method simply resets the phones memory and does not delete any of your data so don't worry.
Also you could try deleting the app and then reinstalling the app again this to is a simple solution that works often.
Go to Settings>Privacy>Microphone and see if Snapchat is enabled under that area. If it is, then I do not know what to do. If it is not, then of course, go enable it!
