I would go either or. I wouldn't get the both latest versions of each device. But, if the question is just, why an iPhone and an iPad, I'm fine with having both.
iPad has the bigger screen, so if you're sitting at home and want to relax you can use the iPad. If you're on the go and don't have the room, you can use your phone. I don't like using the small screen if I'm just chilling at home.
I wouldn't buy the latest version of each. For example, I have a friend who has the original iPad and he just invested in the iPhone 5. He's had the iPad ever since it first came out and he bought the iPhone 5 just because he needed a new phone and it looks nice.
He didn't overspend here and get both the iPad 4 and the iPhone 5 when they came out. But, he does have an iPad and an iPhone.
