By linking an iPhine with a computer that has a current version of iTunes, yes. Though this will mean you must have a valid login for both the iTunes account on the computer and the login for the iPhone (to verify that you trust the computer)
I believe by plugin the phone into the computer and using eithet iexplorer or iFunBox (forget which one) you can go through all the basic files (pictures, music, and I think maybe texts) but to access deeper files and the raw files it's needs to be jailbroken with afc2add
