Tried to log into acct on iphone. Got MFMessage ErrorDomain1032. What's that? What do I do?

Billing Acct. Info problem on iPhone 8 Plus Please help! Every time I try to update my apps or purchase anything via iTunes, I get a message advising that payment was declined and to use another form of payment. Checked bank/called bank & I there are no blocks & there are plenty of money to cover anything. How can I fix this issue? Need Help!
