How does Verizon data on a smartphone work?

Ok so I'm planning on getting a smartphone (probably an iPhone se or 6) with Verizon. I would get the unlimited data plan that sounds the best in my opinion. BUT. How does data work? It says that I would have to pay 101 something dollars every month. Is it just 101 dollars every single month or does your bill vary if you use less or more data/texts/calls?

$101 every month, plus local city/county/state/federal taxes and access fees.

So you are paying the same even if you never pick up your phone for a month or two.

Does that mean that is the day my data will be reset? Also, what uses up data? Is there a setting that says "don't do it unless there's Wi-Fi"? SMS and calling doesn't use data and thats all I need when i'm not at home.
