What can I do with a blacklisted iPhone 5?

So I bought an iPhone 5 from eBay and later found out that it was blacklisted. I've tried various things to make usable again such as restoring it but came up with no luck. Now I'm stuck at the activation screen of a blacklisted iPhone 5 and it's pretty much useless. I want to know if there's anything I can do with this iPhone whether It'd be selling it, or taking it somewhere to possibly get it fixed. This iPhone is originally from AT&T and my carrier is T-Mobile. So what are my options here?

Get the seller to take it back - presumably it is not his to sell.

File a dispute with the seller on eBay, get your money back, and get a new iPhone 5C or 5S from your carrier, perhaps?

I believe the phone was under contract and the previous owner neglected to pay their bill. Is there anything I can do? The phone is Verizon, if that makes a difference.
  • How to unlock a blacklisted iPhone 4? I bought an iPhone 4 online, wasn't told it was blacklisted however so it doesn't make calls/texts. I have no method of contacting the original owner, so that's out of the question. How can I unlock the phone, or the imei?
