My mobile iphone was stolen ans this was the last number that was used, which country is this number 0031642456441. Can the police use this number to identify who has got my phone

0031 is the country code for The Netherlands. The number called can be tracked, but it won't let authorities know who has your phone.
My primary advice: call your phone provider, let them know the phone was stolen, and ask if they can deactivate the sim card. It won't get you your phone back, but it will prevent the thief from using your sim.
+31 is the international code for the Netherlands. However, if the phone was used to ring that number, it wasn't in the Netherlands at the time, because the initial 00 shows it was form another country - and there are lots which use that international dialling system, including the UK. I don't think it tells you anything at all about where the phone is.
