This has a lot to do with your router and your cellphone. Basically your wireless router transmits and receives signals, but its range has limits when you factor in interference. The transmit power on your phone is going to be lower, especially when running on battery, and the antenna is also smaller.
There are many factors that can affect speed. In some cases, routers have difficulty communicating properly with some Wi-Fi chipsets even though this shouldn't be the case, which can affect performance. There's certainly a lack of information, such as specs on your laptop for example. But most laptops have two antenna wires, they run from your wireless card up and around the the side panels that hold your monitor in place. In this regard, it is a far larger antenna than you might have figured.
Since you can't improve your situation for the phone itself, your option is to look at the router. By having a decent router with better/larger antennas, you can improve the range. You might also have dead/weak zones where your laptops work alright, but your phone struggles to pick up a reliable signal. There may be apps to somewhat increase your transmit power for your phone, but even so, it comes at a cost of battery usage.
The realistic situation is the solution would cost some money to solve. But, it is hard to be precise on what is fast or slow as such concepts are different. Run some speed tests to get accurate comparable results. Do different tests based on various locations, it might even give you some ideas of interference sources.
