When you buy a legit iphone on ios 7 and up when you first set it up you can add your icloud account which is free and allows you to access things like findmyiphone you can store photos contacts etc via icloud.com
when you buy a second hand phone or stolen 9 times out of 10 the previous owners icloud info is still synced to the iphone now if you erase it and restore it back to new it will ask you to enter the icloud info that was on there previously so if you don't know or can't get ahold of the previous owners info you are pretty stuck with a paper weight anytime you buy a iphone now a days you need to make sure there's no icloud account attached to it you can see if there's one by going into settings/icloud if there's a account it needs to be removed or don't bother messing with it
Yes it is an activation lock, which would prevent unauthorised activation of a lost or stolen iPhone without entering the username and password of the owner.

- Who can tell me how to get past that activation lock on iPhone 5s? I have proof of purchase to an iPhone 5s I purchased from eBay. Apple informed me that they or my phone provider could bypass the activation lock and that is why I purchased the phone for a better price than buying brand new. Then neither the Apple store nor AT&T could help me with my problem. The seller hasn't been much of a help and will not give me the information I need to get past the activation lock, is there another way?
