After restoring an iCloud backup to new iPhone, can one then sync to iTunes music library to get music?
Basically here's the situation.
Literally Everything on my iPhone is backed to iCloud EXCEPT for my music library which has songs ripped from CDs from decades ago that do not have Apple Music or iTunes matched songs.
So ideally I want to restore from new iPhone device from iCloud, not from the computer, EXCEPT to sync a couple thousand songs
Can this be done?
You could do it using the Apple match subscription (not Apple music) which gives you the iTunes version of every song you ripped from a CD. Then you would just download your iTunes library on any new Apple device.
Otherwise Apple offers no cloud solutions outside of that. Realistically you better sync all that music with a PC or Mac or risk losing it all. There's a also 3rd party PC\Mac apps that can copy the music from your iPhone without the copy protections.

When I backup my iphone on my mac with iTunes it only takes up 2.3Gb Apple webstie says itunes backup will backup your phone exactly as it is and that iCloud only backs up important information. So why does backing my iphone take 4.7GB of iCloud space but backing up my iphone with itunes takes up only 2.3gb of space on my mac?
