Blacklisted iPhone 5s. Can I unblacklist it?

I lost my iPhone 5s during a ski trip in Tennessee. I immediately called my carrier about my lost iphone, so they blacklisted the iphone. A month after I got my replacement, this guy called me and claimed that he had my phone, and asked for 75 Dollars to get it back. But I want it back wo paying for it, so after couple months later, I finally filed a police report and they were able to recover the phone and I got it in my mailbox today. I already knew the phone was blacklisted but still gave it a try. So I inserted my SIM card and it said no service( obvious). I then called the insurance company and asked whether I can get if off the blacklist. They said I suppose to send it back. But since It was filed as lost. They said I can keep the phone but they won't remove it off the blacklist. I called apple after to check the IMei number they confirmed that the phone was factory unlocked b4 I lost it (the carrier unlocked it for traveling purpose) .
So my question is do I still have a chance to unblacklist it
My lost phone still has 188 days of warranty left
Can apple do anything about it?

The problem is you were compensated for the phone in kind, now you want to double your compensation by having two working phones. If you pay the phone company for the value of the second phone I'm sure they will turn your original phone back on. Sell it "as is" to a repair shop or on eBay or enjoy it as a Wi-Fi only iPod.

Did you pay for the replacement yourself all out of pocket? If so then work with your carrier, if they paid for part of the replacement phone then no, it will remain blacklisted.

If you can prove ownership and you were the one who blacklisted it, they should take it off the list. You will probably have to show proof of ownership like the original sales documents.

Can be unlocked, but not unblacklisted. After the unlock it would work anywhere except the US. I think this is the answer you were looking for, right?

Buy a new phone, consider it a lesson learned, and take care not to lose the next one.
