Buying an unlocked IPhone 5C?

I want to buy an unlocked IPhone 5C on the Walmart website for $115, but before I buy it I want to make sure of a few things!

1. I do not want to have any sort of phone plan, or buy a card every month for the phone- would I have to?

2. Since its unlocked, will I have to call and activate it?

(I have an AT&T phone (LP optimus G) that was my brothers, but he upgraded, and the phone still works and I still use it (for the apps and camera)

1. Coming from Walmart more than likely it would have likely have some sort of plan attached.
2. The intent of an iPhone is to be used as a phone so yes activation would be required regardless.

If the intent here is to use it as an iPod touch & not a phone, simply go for the iPod touch.
