Can a barred/blocked iphone 5 be unlocked by jailbreaking?

I recently bought a used iPhone 5. I got the warranty and purchase invoice and everything, and the phone worked as new, but after a short period I got this "No service" message on the statusbar, I contacted the carrier and they told me that the buyer of this product has just reported it as stolen! Now my phone is blocked/barred by the carrier.

So I wonder if jailbreaking could unlock my iphone 5?

No. The phone's unique IMEI has been permanantly network blocked and the code is hard-wired into the phone.

Only the manufacturer or their officially appointed agents can legally modify the phone to give it a new IMEI. There are illegal ways to do it by cloning the IMEI from another device, but it's usually considered to be fraud/theft and can get you into a world of trouble if police catch you with a cloned handset (it's very easy for them to check).

Although manufacturers can legally change the phone's identity, it's rare for them to do so and many models are simply not cost-effective for them to do so as too many expensive parts need changing.

You have likely been conned and have lost your money; if the seller has made an insurance claim for the "lost" phone then it's not even yours and belongs to the insurer. Your only remedy is to report the seller to police if he or she will not refund your money.

You can't jailbreak an iPhone 5. At all. The issue here is the apparent stolen report. Contact the person that sold you the phone about that.
