Yes, but it's going to be an expensive fix, it sounds like the screen has gone bad.

Some of the older iPhones however had a known fault that would cause this to happen, I forget which models and what it's called, i think it was the iphone 5 or 6 that had a known defect that causes this to happen to the screen.

Definitely. You have a bad screen. I used to do these types of repairs. They are not that expensive, compared to a new iPhone, that is. Call around to local shops to get a price. It may vary greatly depending if they use OEM parts or not. I have no objection to putting a non-OEM part on my phone myself so go for the cheaper price if you find it.
You can look on Ebay for the screens. The LCD and Digitizer are one piece so don't look at the ones that are separated. I haven't priced parts in a long time but last I checked on the 6s they were $30-50. Know that a shop will charge, perhaps $100 for labor. Don't think they are ripping you off with that because skill doesn't come cheap. I remember people bringing me phones that they destroyed attempting to fix it themselves.

Sounds like a screen replacement is in order. I suppose most can though you could also check an Apple Store.
