Can Apple iPhone be unlocked? (verizon)?

So i want to get the iPhone XS Max. I currently have Metro PCS on a paid off iPhone 7. I want to monthly pay the phone off. I tried applying for apples credit, but was denied because of my credit score. I was wondering, if it's possible to buy the phone from apple and say it's under, say a Verizon sim, just to get the phone and pay monthly, but then to change sims to Metro PCS. Would that work? So basically just get the phone so i could pay monthly and then switch carriers? I would just get verizon but it's really expensive. What will work?

Get some credit going somewhere else and wait for the phone.

I don't know why you would be buying an XS Max now when the iPhone 11 Pro is coming out in a couple of weeks. Verizon doesn't sell locked phones. Regardless it might work if they don't have you sign a service contract, but Verizon will do a credit check also, so there's no guarantee that would work either. You really have to be careful what you are agreeing to otherwise you could be on the hook for a lot more. Unfortunately they may not offer the same type of deal to everyone at any given time so you will really need to read the contract.
