Can I go to the apple center/store to fix my iphone that was purchased on eBay?

I just purchased and received a iPhone 4S on eBay but after a few hours I noticed the Wi-Fi would not connect anymore and now it is completely greyed out. I tried to reset network settings twice, it didn't work and then I just decided to erase all content and settings since there was nothing on it to begin with.

I noticed a lot of people on forums with the iPhone 4S was having similar problems and I read that I could get the Wi-Fi chip replaced to fix the situation entirely but I don't know if I can take it to an Apple center because it was purchased off of eBay.

Does anyone know if I can still take it to Apple and have them fix it or is there another way to have the problem fixed somewhere else?

Which version of iOS are you on? If it is 7.0.3 or below there are Wi-Fi issues. Try restoring your iPhone completely to the latest version of iOS and recheck. Also it should be noted that Apple warranty only applies in the country the phone has been purchased and to the person who first purchased it. So you maybe charged
