It really depends on developers making the apps compatible with the software you have. IOS 7 does not work with the iphone 3gs, so games and apps will say under them what they are compatible with, and you can look them up on google, it will bring you to the apple store. MANY games will not work.
For the most part, yes since most apps require iOS 4.3 to run & the 3GS is capable of that.
