Can you factory unlock iphone 4s without jailbreaking it?

Yeah! I got this iphone 4s from the US now I want to factory Unlock it… I know I can get it unlocked very easily from gafar market or someplace like that… But I wanted to know that is jailbreaking necssary for that or they'll just unlock it without jailbreking?
