Can you text on an iPhone 5s that had a locked icloud but you unlocked it?

So I'm about to buy an iPhone 5s on eBay but it says "Icloud locked" in the description. I looked up a video on how to unlock icloud & figured it out but I wanna know if you can still text on the phone even though you can't use majority of the factory installed apps, can you still you imessage, face time & call & internet?

With iOS 7 or later, Find My iPhone includes a new feature called Activation Lock, which is turned on automatically when you set up Find My iPhone. Activation Lock makes it harder for anyone to use or sell your iPhone, iPad, or iPod touch if it's ever lost or stolen.

With Activation Lock, your Apple ID and password are required before anyone can:

Turn off Find My iPhone on your device

Sign out of iCloud on your device

Erase and reactivate your device

Important: Make sure to remember your Apple ID and password, and that your password is unique and secure-someone else shouldn't be able to guess it. For more information, see the Apple Support article Security and your Apple ID.
Before giving away or selling your device, be sure to erase your content and settings (go to Settings > General > Reset). When you erase your content, Find My iPhone and Activation Lock are also turned off. If you no longer have the device, follow the instructions to remove a device you no longer have. For more information, see the Apple Support article What to do before selling or giving away your iPhone, iPad, or iPod touch.

I wouldn't purchase the phone… If it's icloud locked the owner of the iPhone can basically lock the phone, send alerts and erase it whenever they please and you'd be stuck with an iphone that is iCloud locked, when it's iCloud locked, you won't be able to restore it, update it or anything. It will basically be useless, the fact the seller said it's iPhone locked makes me think they either found it or stole it, judging that they wouldn't be able to unlock it themselves before shipping it off.

If it is iCloud locked then that most likely means Activation Lock & the only reason why someone would sell that in that configuration is because it is stolen/lost property.

Unless you have the credentials for that Apple ID which of course you wouldn't that iPhone would essentially be a paper weight, nothing could be done on it.
