It doesn't matter where you life, if it is a gift then he can't legally ask for it back
As a minor, your father legally owns the phone so yes, you have to give it back
If you are a minor ( under 18yrs old) then even a gift still belongs to him and of course he can block it and stop the contract if it is in his name and if for some reason it is in your name then it is yours and he can stop paying
