Do FTC laws apply to UPS and shiping companies other than USPS?

Ok, will try to be as detailed as possible with this since my last question didn't get a reply. Recently I received an iphone 5s(googled PN and found that it was an iphone). I never ordered one and the address is mine. The name however is not. Nor do I remember ordering it. I did sign for it. I know that if you receive something via normal USPS, you can keep it as "a gift" but how does that work if I signed something for UPS… Do I just use the same laws? Or no because UPS isn't a part of the government?

You're not suppose to sign for something that doesn't have your name on it. And the post office doesn't give people gifts either. If you get wrong mail, you're suppose to return it to the post office or not sign for it. It's the property of the sender and the post office doesn't give gifts to people from someone who wrote the wrong name in the package. Same goes for UPS

It wasn't shipped to your name. You need to contact UPS or the company. Especially with you having signed for the package, you will have to return it or pay for it.

The "gift" thing might apply if the package had been addressed to your name, but it wasn't. It is just a shipping error that you can help them resolve now by contacting them, or later by paying for it.
