Do I pay taxes if I'm an exchange student?
With this I'm just saying like I buy a tshirt or an iPhone (which obviously has a tax) and I'm not an American citizen, do I still have to pay those taxes to the government? I mean, I'm paying taxes with everything I buy, but is there any way I can get the tax value back if I have the receives?

The taxes on the items you are mentioning are sales taxes which are paid to the state where you bought the items, this is not income tax and you do not pay the gov't, in fact you might be in a state that has no sales tax
and no you can't apply for a refund of those sales taxes
