I have an iPhone put up on ebay, and the winning bidder's location is in Belarus. He has the highest chance of winning the auction. I have put free shipping for domestic bidders, and a fee of $25.00 for international buyers. An iPhone doesn't weigh that much, so how much would I be paying? For domestic, I pay around $3-$4.Is $25 enough to cover the international cost?

Now, Belarus is NOT in Europe, it is in Eastern Europe. (It was small part of USSR, Eastern Europe until 1991.) Pay the extra few dollars for insurance against loss. You can't, ever insure against breakage.
I hope you get paid via PayPal and - prepare yourself for a claim of "no delivery" or " item broken". I don't know what kind of a buyer you are dealing with. If he/she has completed hundreds of transactions and have a 100% rating, I guess you are OK.
But, generally, iPhones don't travel well between countries, the unlocking (jail-breaking) process sometimes disables lots of features if they are put on a different telephone system.
Why send it that far? It is so easy to sell an iPhone in your own country.
