How to activate iphone 3GS ios6?

I have an iPhone 3GS which I upgraded to ios6, it is locked to a foreign carrier so I get a message saying ''can't activate as phone is locked to specific carrier"

How can I bypass the activation screen?

On ios5 I just jailbroke it and it automatically bypassed the activation stage but on ios6 it is not working. Will taking it to an unlocking store work?

It says " your iphone could not be activated because the activation server is temporarily unavailabe. Try connecting your iphone to itunes to activate it and i did but it says no sim card founded and i do have a sim card, an at&t one and i try resetting the phone to restore it but no progress!
