How to add this photo effect?
Does anyone know an iPhone app that makes pictures look like this? With the specks/dots? 
Breaking news: you can do it WITHOUT AN APP! (I know this is incomprehensible to the "photography is only an iPhone, filters and apps" generation, but it's true).
1) Move to place where it snows a lot
2) Wait until it snows
3) Wait for woman in brown coat to walk past you
4) Take picture
"With the specks/dots?" Honey, those are called snowflakes. Someone took a photo of her walking in the snow. It's not an app or a filter or a photoshop action, or anything of the sort.

Look, put the phone down and get a real camera. Then download GIMP for free at gimp.org. Then do a search on youtube for "how to fake snow in GIMP or Photoshop". Spend the 3:21 watching the video, then the 4 minutes doing it on your computer.
Or, just wait for it to snow and voila!
You can simulate snow by just using a small brush and painting white dots over the images. To make it look real, paint the white dots on a separate layer then add a motion blur filter.
What photo effect do you mean?
If you want snow then wait for the winter.
Otherwise just take normal photos like the one shown… It doesn't seem to have any "effects"

So I watched my mate take a photo on his iPhone not long back but he added an effect to it which made the picture more orangy if that makes sense, it sort of dulled the picture a bit but it looked really good, basically I don't know how he did it, he set it up so the picture would be taken with the affect but he could change it to a different effect if he wanted, but it was not added afterwards, I've looked but can't find how he did it.
