How to create fish bowl effect on an iPhone app for photos?

Saw someone at a gig with an app that allowed that allowed them to create different effects on a iPhone. Does anyone know how to do this or what app it is.

I have removed the back and dried it the best i could with a kitchen cloth it still works but the screen goes fuzzy after a few seconds i have it in a box of rice atm and intend to leave it there for a day or so any other advice?
