How to get a working iPhone SIM card?

So I have an old iPhone 4 of my dad's laying around and I would like to use it instead of my crappy phone. I have a full sized SIM card with all of my information and my plan on it in my current phone. The iPhone has a micro-sim card in it that is NOT activated/working and I would like to know if there's a way to transfer my information to that SIM card or if I have to go get a new one. If so where do I get it? How much does it cost? How long does it take to put my information onto that new SIM card? Also, do I need a data plan to operate an iPhone?

Added (1). My service provider is Rogers btw and I'm located in Canada.

Contact your carrier and inform them that you want the iPhone on your plan instead of the current phone and you want it to have the number of your current phone. They will either help you activate the current card, if it still works, or they will have you purchase a new card and put your information on it.
Yes, all carriers that I have ever heard of require a data plan of at least 1GB to operate any smartphone and that would include the iPhone. This may affect how much your monthly bill is quite drastically.
