How to get my iPhone 4S to make a hotspot?

I want to make a personal hotspot On my 4s when I went into mobile ( I've got iOS 7) and It came up go to O2 to enable hotspot on this account or something and I went to O2s website but it doesn't say anything? So if there's anyone out there who has been through the same thing? And could tell me what to do thanks very much

There's a personal hotspot setting in the first section of the settings, if its not there you'll have to inable it somewhere in the general settings just on your iphone no O2 or whatever
