How to get your contacts off of a backed up version of your iPhone?
I no longer have the phone but I have a backed up version of the phone via iTunes

No. You would have to have an iPhone to install that backup onto. Without an iPhone, you won't be able to access it. If you had iCloud, then there's some hope. You can log in to your Apple ID at www.icloud.com. Apple stores your contacts in the cloud for easy access. Best of luck!
