If you mean unlock then take it to a local phone store and they should be able to do it for you! But be warned the iphone is pretty expensive to unlock.
But if you mean the phone is network blocked as in a phone than as been reported stolen and is blacklisted? Then there's noway you are ever gonna get this phone online again, once the network as blocked the phone its basically no good and you would be better off tossing it in the bin.
If it is blacklisted, it can no longer (and will never) be able to be used on the carrier it was intended for. If you go and get it unlocked, you can still use another GSM carrier with it.
