Is it saying that the activation server can't connect at this time, or is it just saying no sim? In either case, a restore of the device would be your best bet! Type into google HT1414 if you don't know how to do a restore and that will take you to the apple support page, should do the trick.
If it's IMEI Blocked, you can't unblock it without breaking the law. In any other circumstance, it might be locked to a plan, the sims you tried may be faulty or you could even have a dead SIM tray.
When a phone isn't working with a SIM card from the original network, it would suggest the phone has been blocked by then networks and put onto a "blacklist". This often happens when a phone has been reported as lost or stolen.
If you are the original owner of the phone or can verify your ownership, then you will need to speak with the original network who can remove the block.
This is your only way of getting the phone to work. Any alternative methods could get you in serious trouble, and I really wouldn't recommend them.
