How to unblock my iPhone 4S? - 1

I found one at a club and there was no owner. So I kept it, and now it is blocked! How can I get it unblocked, the Wi-Fi only works. (No comments about "give it back") thanks.

when a iPhone is "blocked' its been reported lost/stolen to the wireless company, which puts it on an international blacklist, its illegal for any wireless company to allow those on their network.

The # has been blocked, so it can't be activated ever again.
