How to undone bad esbn on iphone?

I want to activate a iphone 4 i found at a national park, only there for a trip and with a lot of people you often loose items. II want to know if I can activate this iphone. Its been reported lost/stolen but the agent at verizon said if I could come in contact with the owner to ask if he could remove the report, but i don't know who it belongs to! Is there anyway to still activate it?

Added (1). No I didn't steal it! I found it someone lost their phone i happened to have found it! If I can't ok whatever lets just suck it up. (sorry i'm just trying to see if i can activate it by unlocking the cdma or something to switch carriers or not, but i hate when someone just assumes the contrary.)

Added (2). ONE MORE THING! I just spoke to an online verizon agent and I was told to speak with the nearest verizon and ask if they can unlock it but it may take a long process since it is flagged.

If it's a Verizon iPhone 4, that's CDMA only, which means that it can ONLY ever work on Verizon (it can't be unlocked), and if it's flagged in Verizon's system, it will stay flagged.

You can't undo this, because the whole point of flagging is to prevent unauthorized use (you don't want someone else making calls on your lost phone on your account) and to reduce theft (since thieves know that stolen iPhones could stop working, they'll be less likely to steal them in the first place).

What you should do is go to Verizon or Sprint, and ask them to return it to the people that reported it stolen.

Not possible to use it as a phone on verizon.
