How to use a iPhone 3GS without a SIM card?

I bought a iPhone 3GS without a SIM and i connect to itunes and it says can't not activate at this time. I know people who have iphones without SIMs that work fine. I can't bypass the activation screen. Is there a way to bypass it so i can put music on it and other stuff?
