You can't transfer files via bluetooth from iPhone to Iphone for secutiry reasons. If you have a jailbroken iPhone, you can install an application from cydia called iBluetooth and thn you can able to use the bluetooth of your iphone.
Otherwise you can use Bump but it uses internet.
You'd have to jailbreak it. Both iPhones would have to be jailbroken as well. Whether than can be jailbroken depends on which iPhones are in use.
You can try an app called Bump. I'm sure there are other apps out there like it. They'll do it over the internet. Some may require being on the same Wi-Fi network, some don't just as long as you have data connection of some sort. Bump does not require you to be on the same Wi-Fi network.
