How to wipeout IMEI on iphone 5?

Okay so after a long year after I've found this iphone 5, I guess the owner reported it stolen and I'm assuming he got another iphone with the same Imei number. I wanna know if there's anyway I can unlock it because right now I can't do anything with it. I'm sure there's something that can be done

That is not the way it works. A phone's IMEI does not change. The old phone was blacklisted, & therefore can't be activated. BTW, we're not here to help you STEAL.

Hand it into your nearest police station, explain that you had found it, the phone is no good the imei number will be blocked, you can't use it

The phone will only be blacklisted to whatever network it was assigned to. Go and get it unlocked, and use it on any network apart from the one it's blacklisted from.

and most of the networks remove unlocks after a year or so.
Take it to a local repair shop, they know how to unlock it

You have a couple of options here.

1) Put it on eBay as "bad IMEI" and get some money for it towards a new phone

2) Unlock the phone and use it on another network. However, some networks share blacklists so you will have to make sure whatever network you want to take the phone to does not share their blacklist with the phones original carrier.

There used to be a tool called ZiPhone that could spoof your IMEI but good old Zibri discontinued it. This was useful because you could change your IMEI to that of a non smartphone and get steep discounts on data, and avoid situations like these.
