I'm Connected To The Internet But My iPhone Says I'm Not?

I Have The iPhone 4S. At The Top Of The Screen It Says I'm Connected To The Internet But When I Try To Go On Instagram Or Facebook, It Says I'm Not.

It Works When I Turn The Wi-Fi Off But If I Do That, It'll Use Up My GB.

What it says is that you are connected to a wireless router. Doesn't mean you are connected to the internet. Do you win the wireless router? Check the settings to make sure you are allowing the iPhone connection internet access.
